Hong Kong International Aviation Academy (HKIAA), École Nationale de l'Aviation Civile (ENAC), and Direction Générale de l’Aviation Civile (DGAC) – the French Civil Aviation Authority – jointly signed a Memorandum of Understanding (MoU) during the International Paris Air Show on 19 June 2025.
The MoU was signed by HKIAA President Simon Li, ENAC Vice President Nicolas Cazalis and French Directorate General of DGAC Damien Cazé. The MoU represents the parties’ ongoing commitment to assist countries in improving aviation safety aligned with the International Civil Aviation Organization’s (ICAO) “No Country Left Behind” initiative. Under this tri-partite collaboration, four scholarships will be offered to selected officers from civil aviation authorities in developing Association of Southeast Asian Nations (ASEAN) countries to attend the joint HKIAA and ENAC Advanced Master in Aviation Safety Management (AMASM) programme, starting its first cohort in September this year.
HKIAA President Simon Li said, “We are pleased to be an enabler to ICAO’s “No Country Left Behind” programme via this collaborative effort with ENAC and DGAC. We are also committed to nurturing global aviation professionals in the realm of Aviation Safety Management, a crucial cornerstone in air transportation and look forward to welcoming the first cohort of AMASM students to Hong Kong.”
HKIAA President Simon Li also had opportunity to meet with ICAO President of the Council Salvatore Sciacchitano and Juan Carlos Salazar, Secretary General prior to the MoU signing.
The AMASM is a part-time advanced master programme designed to equip professionals with the skills and knowledge necessary to address the challenges of modern aviation safety, jointly provided by HKIAA and ENAC in Hong Kong. It is a second part-time advanced master programme jointly offered by HKIAA and ENAC in Hong Kong. The first advanced master programme is in Air Transport Management (AMATM) and has been welcoming students from Hong Kong and the Belt-and-Road region since 2017.
